Territories
2) The term "territories" in relation to any Contracting Government means:
a) its metropolitan territory;
b) any territory in respect of which the Contracting Government has taken steps in accordance with Article 16, and
c) waters in which the Contracting Governments have exclusive jurisdiction over fishing activities.
