1. The Federal Space Agency (Roscosmos) is the authorized federal executive body responsible for ensuring the implementation of state policy and normative legal regulation, providing state services, and managing state property in the field of space activities, international cooperation in implementing joint projects and programs in the area of space activities, conducting work by organizations of the rocket and space industry in the field of military-purpose rocket and space technology and strategic missile systems, coordinating work related to maintaining, developing, and using the Global Navigation Satellite System GLONASS for the benefit of civilian, including commercial, consumers and international cooperation in the field of satellite navigation systems, as well as performing general coordination functions for works carried out at the Baikonur cosmodrome and overseeing these activities
