Safety Levels of a Hydraulic Structure
Levels of safety of hydraulic structures:
a) normal - a level of safety of a hydraulic structure, which corresponds to the normal (serviceable) technical condition of the structure and its foundation, and their operation is carried out in accordance with the project and operating rules without violating current legislative acts, standards, and rules;
b) reduced - a level of safety of a hydraulic structure, which corresponds to the normal (serviceable) technical condition of the structure and its foundation, but the owner (operating organization) allows violation of technical operation rules, failure to perform priority measures or incomplete implementation of instructions from state supervision authorities regarding ensuring the safety of the hydraulic structure;
c) unsatisfactory - level of safety of a hydraulic structure, which corresponds to an faulty technical condition of the structure and its foundation, operated under conditions of reduced mechanical or filtration strength, exceeding the maximum allowable values of safety criteria for a serviceable condition, other deviations from the design condition that may lead to an accident;
d) critical - level of safety of a hydraulic structure, which is operated under conditions of developing processes of reduction in strength and stability of structural elements and foundation, exceeding the maximum allowable values of safety criteria characterizing the transition from faulty to non-operational condition of the hydraulic structure
