social top-up to the pension - providing a citizen (pensioner) with a monetary amount added to the pension, taking into account monetary payments and individual measures of social support provided in kind, which are stipulated by this Federal Law, other federal laws, laws and other normative legal acts of the subjects of the Russian Federation, up to the level of the minimum subsistence standard for pensioners established in accordance with paragraph 4 of Article 4 of the Federal Law of October 24, 1997 No. 134-FZ "On the Minimum Subsistence Level in the Russian Federation" (hereinafter - the Federal Law "On the Minimum Subsistence Level in the Russian Federation") in the subjects of the Russian Federation at the place of residence or stay of the citizen, from the funds of the corresponding budgets of the budget system of the Russian Federation.
