urban planning standards (regional and local) - a set of standards for the preparation of territorial planning documents, urban zoning documentation, and land development documentation, including standards for ensuring safety and favorable conditions for human activity (including social and communal facilities, accessibility of such facilities to the population, including people with disabilities, engineering infrastructure, and land improvement), providing qualitative and quantitative requirements for the placement of capital construction objects, territorial and functional zones in order to prevent harm to the lives and health of individuals, property of physical and legal entities, state and municipal property, the environment, cultural heritage objects, elements of the planning structure, public servitudes ensuring sustainable development of territories;
