Member of the Public Chamber
1. A member of the Public Chamber may be a citizen of the Russian Federation who has reached the age of eighteen.
2. The following persons cannot be members of the Public Chamber:
1) The President of the Russian Federation, members of the Council of the Federation of the Federal Assembly of the Russian Federation, deputies of the State Duma of the Federal Assembly of the Russian Federation, members of the Government of the Russian Federation, judges, and other persons holding state positions of the Russian Federation, persons holding positions in the federal civil service, state positions of the subjects of the Russian Federation, positions in the civil service of the subjects of the Russian Federation, municipal service positions, as well as persons holding elected positions in local self-government bodies;
2) persons declared legally incompetent by court decision;
3) persons with an unexpunged or unrehabilitated criminal record;
4) persons whose membership in the Public Chamber was previously terminated on the basis of paragraph 6 of part 1 of article 15 of this Federal law. In this case, the prohibition on membership in the Public Chamber applies only to the work of the Public Chamber of the next composition
