Central Energy Customs
1. The Central Energy Customs (hereinafter - customs) is a specialized customs authority, part of the unified federal centralized system of customs authorities of the Russian Federation and ensuring the implementation of tasks and functions of the Federal Customs Service of Russia in the region of customs activities within the scope of competence defined by this regulation.
The competence of the customs is limited to the powers to perform customs operations and conduct customs control over energy carriers (crude oil, gas condensate, natural gas, bituminous coal, lignite (brown coal), peat, coke, fuel shales, electricity) and products of their processing (hereinafter - goods), transport means used for their movement across the customs border of the Russian Federation, as well as arrival and departure of tugs used for search, rescue, and towing operations (hereinafter - transport means).
