Broadcaster
A broadcaster is understood to be a Russian legal entity that carries out the formation of a television or radio channel and its distribution in accordance with established procedures on the basis of a broadcasting license for television and radio broadcasting;

a) "Broadcaster" - a user of communication services for the purposes of television and radio broadcasting, who prepares television or radio programs for reception by an indefinite number of persons and, on the basis of a broadcasting license, distributes them or ensures their distribution in full and unchanged form by third parties;
