Owner of the Temporary Storage Warehouse
1. The owner of a temporary storage warehouse may be a Russian legal entity included in the register of owners of temporary storage warehouses.
2. Temporary storage warehouses may be of an open or closed type. Temporary storage warehouses are considered to be of an open type if they are available for use by any persons. Temporary storage warehouses are considered to be of a closed type if they are intended for the storage of goods belonging to the owner of the warehouse or for the storage of specific goods, including those restricted in circulation and (or) requiring special storage conditions. The owner of a temporary storage warehouse has the right to limit the scope of its activities by determining the type of the temporary storage warehouse.
3. The relations between the owner of a temporary storage warehouse and persons placing goods for storage are governed by a contract. The owner of a temporary storage warehouse may not refuse to enter into a contract if it is possible for them to store the goods, except in cases where performance of such a contract would fall outside the scope of activities restricted by the owner of the temporary storage warehouse as provided in paragraph 2 of this article, or when there are sufficient grounds to believe that the actions or inaction of the person placing the goods for storage are unlawful and entail criminal or administrative liability in the field of customs affairs. The owner of a temporary storage warehouse is not entitled to favor one party over another with respect to entering into a contract, except for providing benefits regarding price and other terms of the contract for certain categories of parties
