Water Use Agreement
1. Under a water use agreement, one party - an executive authority of state power or a local self-government body provided for in paragraph 4 of article 11 of this Code - is obliged to provide the other party - the water user - with a water object or its part for use on payment.
2. The provisions on lease provided for by the Civil Code of the Russian Federation apply to a water use agreement, unless otherwise established by this Code and does not contradict the essence of the water use agreement.
3. A water use agreement is deemed concluded from the moment of its state registration in the state water register
