State and municipal procuring entities
1. State customers and municipal customers are respectively state bodies (including state authorities), management bodies of state extra-budgetary funds, local self-government bodies, budgetary institutions and other recipients of federal budget, budgets of the subjects of the Russian Federation or local budgets funds when placing orders for the supply of goods, performance of works, provision of services from budgetary funds and extra-budgetary sources of financing. Other customers are budgetary institutions when they place orders for the supply of goods, performance of works, provision of services regardless of the sources of financial support for their implementation. State, municipal customers and other customers hereinafter referred to as customers. State, municipal needs, as well as needs of budgetary institutions hereinafter referred to as customer needs
