Municipal needs
2. Municipal needs are understood as the requirements for goods, works, and services provided at the expense of local budgets and non-budgetary funding sources, necessary for addressing matters of local significance and implementing certain state powers transferred to local self-government bodies by federal laws and (or) laws of the subjects of the Russian Federation, as well as the functions and powers of municipal purchasers. The needs of municipal budget institutions are understood as the requirements for goods, works, and services provided by municipal budget institutions (regardless of the sources of financial support)
