International telephone connection
"International telephone connection" means a telephone connection between user (terminal) equipment, where one user (terminal) equipment is connected to the local telephone network and located within the territory of the Russian Federation, while the other user (terminal) equipment is located outside the territory of the Russian Federation, or a telephone connection between user (terminal) equipment connected to the local telephone network within the territory of the Russian Federation and user (terminal) equipment connected to the mobile communication network, when the corresponding subscriber of this mobile communication network has been assigned a subscriber number not included in the numbering resources allocated to the Russian Federation;
