Radioactive Transport Accident
breach of the protective properties or sealing system of the packaging, resulting in the release of radioactive substances and (or) an increase in ionizing radiation levels above those established for normal transportation conditions. A radiological transport accident also includes events outside the territory of the shipper (consignee), accompanied by mechanical, thermal, chemical, and other forms of impact on the radiological cargo, as well as defects in packaging sets that may lead to an increase in the radiological risk of the transported cargo.

17.6.1. A radiological accident is understood to mean situations during transportation accompanied by mechanical, thermal, chemical and other types of impact on packaging sets containing radioactive materials, as well as situations arising from defects in the packaging sets leading to an increase in the radiation hazard of the transported radioactive material
