Transit of Weapons and Military Equipment
"transit" means any movement through the territory of the Russian Federation of weapons, military equipment, and military property belonging to foreign states (foreign persons), including air transport with landing on the territory of the Russian Federation (with landing without refueling or with landing and refueling on another aircraft or vehicle) and water transport entering the territorial waters of the Russian Federation, beginning and ending outside the territory of the Russian Federation;
