Subjects of the National Maritime Policy of the Russian Federation
The subjects of national maritime policy are the state and society. The state implements national maritime policy through the governmental authorities of the Russian Federation and the governmental authorities of the subjects of the Russian Federation. Society participates in the formation and implementation of national maritime policy through the representative bodies of the Russian Federation, local self-government bodies, and public organizations operating on the basis of the Constitution of the Russian Federation and the legislation of the Russian Federation
