State


b) "state" means:
i) the state and its various organs of government;
ii) constituent units of a federal state or political subdivisions of the state which are competent to perform acts in the exercise of sovereign authority and act in this capacity;
iii) state institutions or bodies or other entities to the extent that they are authorized to perform and actually do perform acts in the exercise of the state's sovereign authority;
iv) representatives of the state acting in this capacity;
