Blood Service
1. The blood service is a unified system established on a functional basis in order to ensure uniformity of organizational principles of activities in the field of handling donor blood and (or) its components within the territory of the Russian Federation:
1) federal executive authorities in the field of health protection, executive authorities of the subjects of the Russian Federation in the field of health protection, as well as local self-government bodies performing functions in the field of health protection (hereinafter referred to as authorized local self-government bodies);
2) medical organizations, educational organizations, scientific organizations subordinate respectively to federal executive authorities, executive authorities of the subjects of the Russian Federation, and state academies of sciences and carrying out activities in the field of handling donor blood and (or) its components;
3) organizations of federal executive authorities in which military service and service equivalent thereto are provided by federal law;
4) medical organizations that are subordinate to authorized local self-government bodies and whose corresponding structural units (which carry out the preparation, storage, transportation of donor blood and/or its components) were established no later than January 1, 2006
