Internal Maritime Waters of the Russian Federation
1. Internal waters of the Russian Federation (hereinafter referred to as internal waters) are waters located towards the shore from the baselines from which the width of the territorial sea of the Russian Federation is measured.
Internal waters are an integral part of the territory of the Russian Federation.
2. Internal waters include:
ports of the Russian Federation, bounded by a line passing through the most distant points towards the sea of hydraulic and other permanent structures of the ports;
bays, harbors, inlets, and lagoons, whose shores entirely belong to the Russian Federation, up to a straight line drawn from shore to shore at the point of maximum ebb where one or several channels first form on the seaward side, provided that the width of each does not exceed 24 nautical miles;
inlets, bays, gulfs and lagoons, seas and straits with an entrance width of more than 24 nautical miles, which historically belong to the Russian Federation, the list of which is established by the Government of the Russian Federation and published in "Notices to Mariners"
