Services related to information and communication technologies

Information and communication technology-related services include:

consulting services relating to computer hardware, associated with their purchase, installation and operation, including advice on types and configuration of technical equipment in relation to the software being used. Consultancy usually includes analysis of user needs and problems, proposals and recommendations for the most effective and economical solution regarding the acquisition and use of computer systems and complexes. If such services are part of a contract for the supply of computing equipment and it is not possible to separate the cost of the equipment from the cost of the services provided, then expenses for these services are accounted for under line 502; if the services are valued separately in the contract, they are accounted for under line 507;

consulting services relating to software, including the analysis of user needs and problems, advice on the most cost-effective solution, and the development of necessary software to implement this solution, if such development is carried out under a single contract for consulting services and it is not possible to separate the cost of software development from the cost of services. These services also include support, adaptation, provision of ancillary materials and documentation for both ready-made standard software and custom-developed software, if these services are not part of a software development agreement. If software support services are part of the contract for their acquisition and it is not possible to separate the cost of the software from the costs of its support services, then the costs of these services are accounted for under line 503; if the cost of the services is assessed separately from the cost of the software in the contract, then the cost of the services is accounted for under line 507. In this group, consultations related to software associated with technical means are not accounted for:

consulting services on information support and data processing;

services related to the preparation and input of data associated with issues of information support organization (information collection systems, input and output forms, normative-technical and legal support), formation of data description systems (dictionaries and classifiers), development of recommendations on the structure of database construction and query languages, preparation and input of data, organization of data loading and use of machine time. These services also include all types of data processing, for example, full processing and preparation of reports based on data provided by the client. This also includes all types of preparation of input data, such as punching, recording on tape, optical recognition, etc. Services can be provided directly or through remote terminals, using the client's individual program or standard program, using the client's data processing equipment or equipment belonging to other firms or individuals;

services related to the development of automated information systems, systems for scientific research, design and management systems based on computer databases, including also the formation of the databases themselves. This group of services also includes the development of diagnostic and expert systems, decision support systems, electronic card indexes and other similar systems;

services related to the technical maintenance and repair of electronic computing machines and peripheral equipment used together with them, including also the adjustment and maintenance of local computer networks. If such services are part of a contract for the supply of computer hardware and it is not possible to separate the cost of the hardware from the cost of the services provided, then the costs of these services are accounted for under line 502; if the services are evaluated separately in the contract, they are accounted for under line 507;

services related to the development of system and application software at the consumer's request. System software includes operating systems and their expansion tools, database management software, tools for creating and transforming programs, interface and communication management software, software for organizing computational processes, service programs and computer equipment maintenance software, including tests. Application software includes application programs for design, management of technical means and technological processes, solving organizational and economic tasks, training, modeling and other tasks related to practical activities;

electronic information and reference services, including the provision of information over data transmission networks at the consumer's request;

other services related to information and communication technologies, including the rental of computer equipment and software
