Extraordinary Circumstances in Archival Activities

246. For the purposes of this Instruction, extraordinary circumstances in the activities of archives are understood as situations in which it is impossible to fully perform tasks assigned to the archive in accordance with the requirements of this Instruction and other normative legal acts, and a threat to human life and health, as well as the preservation of archival documents, arises.

Extraordinary circumstances include:

the introduction of an emergency situation in the state (region, city);

fires or natural disasters affecting the activities of the archive;

loss or damage to documents, theft or damage to property as a result of unauthorized persons entering the archive or other unlawful actions;

failures in the life-support systems of the archive, as well as failures in the archive building;

other circumstances forcing the archive management to make a decision to change the working mode of the archive or suspend its activities
