Territorial Planning Scheme of the Russian Federation
1. The territorial planning scheme of the Russian Federation (hereinafter referred to as the territorial planning scheme) is a territorial planning document, consisting of a set of materials in textual and graphical form containing information provided for by paragraphs 5 and 6 of article 10 of the Urban Planning Code of the Russian Federation.
2. Territorial planning schemes serve as a basis for state authorities and local self-government bodies to make decisions when planning activities aimed at socio-economic development of the Russian Federation, subjects of the Russian Federation, and municipal formations, including decisions on land reservation, expropriation of land plots for state needs, and reclassification of land from one category to another.
