14) person of a state that is a member of the customs union - legal entity, organization not being a legal entity established in accordance with the legislation of the state that is a member of the customs union, as well as an individual having a permanent residence in the state that is a member of the customs union, including an individual entrepreneur registered in accordance with the legislation of the state that is a member of the customs union;
