Customs carrier
1. A customs carrier is a legal entity of a member state of the Customs Union, meeting the conditions set out in Article 19 of this Code.
A legal entity is recognized as a customs carrier after being included in the register of customs carriers.
The procedure for inclusion in the register of customs carriers and exclusion from this register is determined by the legislation of the member states of the Customs Union.
2. A customs carrier carries goods under customs control within the customs territory of the Customs Union in accordance with the customs legislation of the Customs Union

1. Customs authorities include Russian legal entities in the register of customs carriers.
2. The relations of the customs carrier with the consignors of goods or freight forwarders are based on a contract. A customs carrier may not refuse to enter into a contract if it is capable of carrying out the transportation of goods, except in cases where there are sufficient grounds to believe that the actions or inaction of the consignor of goods or the freight forwarder are unlawful and may result in criminal or administrative liability in the field of customs matters. The customs carrier is not entitled to favor one party over another with regard to entering into a contract, except for providing benefits concerning price and other terms of the contract for certain categories of represented parties.
3. The customs carrier performs obligations provided for by Article 21 of the Customs Code of the Customs Union
