Rehabilitation of Repressed Peoples
Article 3. Rehabilitation of repressed nations means recognition and implementation of their right to restoration of territorial integrity that existed prior to the unconstitutional policy of forcible redrawing of borders, to restoration of national-state formations that had emerged before their abolition, as well as to compensation for damage caused by the state.
Rehabilitation entails returning nations that did not have their own national-state formations, in accordance with their will, to their traditional places of residence within the territory of the RSFSR.

The rights and legitimate interests of citizens currently residing on the territories of repressed nations must not be infringed.
