Non-working citizens


non-working citizens - disabled persons, including children with disabilities and disabled persons from childhood, children with disabilities under the age of 18, as well as those older than this age who are studying on a full-time basis in educational institutions of all types and categories regardless of their organizational and legal form, including foreign educational institutions located outside the territory of the Russian Federation, if the direction for education is carried out in accordance with international agreements of the Russian Federation, except for additional education institutions, until they complete such education, but no longer than until they reach the age of 23, those who have lost one or both parents, and children of a deceased single mother, citizens belonging to small-numbered peoples of the North who have reached the ages of 55 and 50 (respectively men and women), citizens who have reached the ages of 65 and 60 (respectively men and women), who are not entitled to the pension provided for by the Federal Law "On Labour Pensions in the Russian Federation";
