103. A closed tender for the procurement of goods, performance of works, or provision of services is understood as a procedure for placing an order, during which information about the placement of the order is communicated only to a limited circle of applicants, and the winner is recognized as the participant who offers the best terms for contract execution.
The placement of orders for the procurement of goods, performance of works, or provision of services through a closed tender is carried out in cases where goods, works, and services can be procured only from a limited circle of applicants.
