Fire safety rules (FSR): 1) a set of provisions establishing the procedure for compliance with fire safety requirements and standards during construction and operation of an object; 2) a type of regulatory document on fire safety, regulating for a group of similar protected objects or types of activities fire safety requirements that establish rules of human behavior, procedures for organizing production, performing works (services) and (or) maintenance of premises, buildings (structures) and territories ensuring the safety of people, prevention and extinguishing of fires

1. Fire safety rules should be understood as a set of provisions establishing mandatory fire safety requirements contained in the Federal Law "On Fire Safety", federal laws and laws of the subjects of the Russian Federation adopted in accordance with it, other normative legal acts, normative documents of authorized state bodies, in particular, standards, norms and industry fire safety rules, instructions and other documents aimed at preventing fires and ensuring the safety of people and objects in case of a fire.
