Non-oil and Gas Deficit of the Federal Budget


1. The non-oil and gas deficit of the federal budget represents the difference between the amount of revenue of the federal budget excluding oil and gas revenues of the federal budget and revenues from the management of funds of the Reserve Fund and the National Wealth Fund, and the total amount of expenditures of the federal budget in the corresponding financial year.

2. The non-oil and gas deficit of the federal budget may not exceed 4.7 percent of the gross domestic product (GDP) projected for the corresponding financial year, as specified in the federal law on the federal budget for the next financial year and planning period.

3. The non-oil and gas deficit of the federal budget is financed from the oil and gas transfer and sources of financing the deficit of the federal budget
