An authorized institution of the Bank of Russia - a territorial institution of the Bank of Russia, a branch of the Bank of Russia's settlement network, the First Operational Unit at the Bank of Russia (OPERU-1 at the Bank of Russia), which has been granted by an executive act of the Bank of Russia the right to conduct operations in accordance with this Regulation

For the purposes of this Regulation, an authorized institution of the Bank of Russia is understood to mean an economic unit of a territorial institution of the Bank of Russia, a branch, an operational unit, a head settlement and cash centre, or a settlement and cash centre of the Bank of Russia performing one or several of the following functions:
regulation of the size of mandatory reserves;
supervision of credit institutions in compliance with the mandatory reserve requirements, including conducting inspections;
application of measures against credit institutions for violating the established procedure for depositing mandatory reserves, including fines for violating mandatory reserve requirements (hereinafter - fine)
