Organizational-Economic Mechanism of Implementation of an Investment Project
The organizational and economic mechanism for implementing the project is a form of interaction among project participants documented in project materials (and in some cases in charter documents) with the aim of ensuring the feasibility of the project and the possibility of measuring the costs and results of each participant associated with the implementation of the project (see Appendix 2).
In general, the organizational and economic mechanism for implementing the project includes:
- normative documents based on which participants interact;
- obligations undertaken by participants in connection with their joint actions to implement the project, guarantees of such obligations and sanctions for their violation;
- financing conditions for investments, in particular - key terms of credit agreements (loan term, interest rate, periodicity of interest payments, etc.);
- special conditions for the circulation of products and resources between participants (for example, use of barter exchange, preferential prices for mutual settlements, granting of commodity credits, gratuitous transfer of fixed assets for permanent or temporary use, etc.);
- a project implementation management system ensuring (in case of changes in the conditions of project implementation) proper synchronization of activities of individual participants, protection of each participant's interests and timely adjustment of their subsequent actions in order to successfully complete the project;
- measures for mutual financial, organizational and other support (provision of temporary financial assistance, loans, payment deferrals, etc.), including state support measures;
- main features of the accounting policy of each Russian enterprise-participant, as well as foreign firms-participants receiving income on Russian territory from participation in the project
