Circumstances of introducing a state of emergency
An emergency situation is introduced only in the presence of circumstances that constitute an immediate threat to the life and safety of citizens or the constitutional order of the Russian Federation, and whose elimination is impossible without the use of extraordinary measures. Such circumstances include:
a) attempts to violently change the constitutional order of the Russian Federation, seizure or usurpation of power, armed mutiny, mass disturbances, terrorist acts, blocking or capture of particularly important objects or separate areas, preparation and activities of illegal armed formations, inter-ethnic, inter-religious and regional conflicts accompanied by violent actions creating an immediate threat to the life and safety of citizens, normal functioning of state authorities and local self-government bodies;
b) emergency situations of a natural and technological nature, ecological emergencies, including epidemics and epizootics arising as a result of accidents, hazardous natural phenomena, disasters, calamities, and other catastrophes causing (or likely to cause) human casualties, damage to people's health and the surrounding environment, significant material losses, disruption of living conditions for the population, and requiring the conduct of large-scale rescue operations and other urgent work
