State of Emergency


1. A state of emergency means a special legal regime introduced in accordance with the Constitution of the Russian Federation and this Federal Constitutional Law throughout the territory of the Russian Federation or in certain areas thereof, affecting the activities of state authorities, local self-government bodies, organizations regardless of their organizational and legal forms and ownership structures, their officials, public associations, which allows for certain restrictions on the rights and freedoms of citizens of the Russian Federation, foreign citizens, stateless persons, as well as on the rights of organizations and public associations, established by this Federal Constitutional Law, and also imposes additional obligations on them
