Dispatcher Zone
14. An air traffic control zone is a controlled airspace within the flight information region, from the ground or water surface up to the lower boundary of the air traffic control area or the second altitude layer inclusive, generally within a radius of not less than 10 km from the airport's reference point.
An air traffic control zone may be established over two or more closely located airports
