Unlawful occupation of a land plot
Unlawful occupation of a land plot or use of a land plot without properly issued documents establishing rights to the land, and in cases where necessary, without documents authorizing economic activity -
results in an administrative fine for citizens in the amount from five hundred to one thousand rubles; for officials - from one thousand to two thousand rubles; for legal entities - from ten thousand to twenty thousand rubles

1. Unlawful occupation of land - use of a land plot in the absence of properly issued rights of ownership, possession, use or lease of the land.
Unlawful occupation includes the use of a land plot:
until the relevant executive authority makes a decision to provide, sell (transfer) the land plot into ownership, to re-register the right to the land, or to allocate a land plot;
until the conclusion of a purchase and sale agreement (deed) or the formalization in accordance with established procedures of other documents confirming the transfer of ownership rights to the land;
until the receipt and registration in accordance with established procedures of documents certifying the right of ownership, possession, use, or lease of the land;
until the boundaries of the plot are established on site, unless otherwise provided by federal legislation or normative legal acts of subjects of the Russian Federation and local self-government;
