Place of Residence of a Citizen


1. A place of residence is deemed to be the place where a citizen permanently or predominantly resides

Place of residence - a residential house, apartment, service housing, specialized buildings (dormitory, hostel, flexible stock housing, special home for single elderly persons, institution for disabled and veterans and others), as well as any other dwelling in which the citizen permanently or predominantly resides as an owner, under a lease (sublease) agreement, rental agreement, or on other grounds provided by the legislation of the Russian Federation. For citizens belonging to the indigenous small-numbered peoples of the Russian Federation leading a nomadic and (or) semi-nomadic lifestyle who do not have a place where they permanently or predominantly reside, in accordance with this Law, one of the settlements located within the municipal district, whose territory is crossed by the migration routes of such citizen, may be recognized as their place of residence.
