Particularly hazardous and technically complex facilities


1. Objects that are particularly hazardous and technically complex include:

1) nuclear energy facilities (including nuclear power plants, storage sites for nuclear materials and radioactive substances, and storage sites for radioactive waste);

2) hydraulic engineering structures of the first and second classes established in accordance with legislation on the safety of hydraulic engineering structures;

3) communication facilities that are particularly hazardous and technically complex according to Russian Federation legislation on communications;

(paragraph 3 as amended by Federal Law No. 314-FZ dated November 29, 2010)

4) power transmission lines and other objects of the electric grid industry with a voltage of 330 kilovolts or higher;

5) space infrastructure facilities;

6) aviation infrastructure facilities;

7) infrastructure facilities of general-use railway transport;

8) metros;

9) sea ports, except for specialized sea ports intended for the service of sports and recreational vessels;

10) repealed. - Federal Law No. 257-FZ dated November 8, 2007;

10.1) thermal power plants with a capacity of 150 megawatts and more;

11) hazardous production facilities where:

a) hazardous substances are obtained, used, processed, formed, stored, transported, or destroyed in quantities exceeding the permissible limits. Such substances and the permissible quantities of hazardous substances are respectively specified in Appendices 1 and 2 to the Federal Law of July 21, 1997, No. 116-FZ "On Industrial Safety of Hazardous Production Facilities" (hereinafter - the Federal Law "On Industrial Safety of Hazardous Production Facilities"). Gas distribution systems that use, store, or transport natural gas at a pressure up to 1.2 megapascals inclusive or liquefied petroleum gas at a pressure up to 1.6 megapascals inclusive do not fall under particularly hazardous and technically complex facilities;

b) has lost its effect as of January 1, 2008. - Federal Law No. 324-FZ of December 4, 2007;

c) molten ferrous and non-ferrous metals and alloys based on these melts are obtained;

g) mining operations, mineral processing operations, as well as operations in underground conditions are carried out;
