representative of the insurer in a subject of the Russian Federation (hereinafter referred to as the representative of the insurer) - a separate unit of the insurer (branch) located in a subject of the Russian Federation, exercising within the limits prescribed by civil legislation the authority of the insurer to consider claims by victims for insurance payments and their implementation, or another insurer exercising these powers on behalf of the insurer that has concluded an agreement on compulsory insurance under the terms of a contract with the insurer;
