Discrimination in the field of education
In the present Convention, the term "discrimination" covers any distinction, exclusion, restriction or preference based on race, colour, sex, language, religion, political or other beliefs, national or social origin, economic position or birth, which has as its object or result the destruction or damage of equality in education, and in particular:
a) closing access to education at any level or type for any individual or group of individuals;
b) limiting the education of any individual or group of individuals to a lower level of education;
c) creating or maintaining separate educational systems or institutions for any individual or group of individuals, except in cases provided for by paragraph 2 of this Convention; or
d) placing any individual or group of individuals in a position incompatible with human dignity
