19. Whenever reference is made in this Recommendation to "country legislation" or to "state authority," these terms shall be understood, in relation to a federal state, as both the legislation or appropriate authority of the federal state itself, and the legislation or appropriate authority of the states, provinces, cantons, and other subunits of the federal state.
