19. Whenever reference is made in this Recommendation to "country's legislation" or to "state authority," these terms shall be understood, in relation to a federal state, as both the legislation or appropriate authority of the federal state and the legislation or appropriate authority of states, provinces, cantons, and other subunits of the federal state.
