Border trade
1. Border trade is generally carried out on the basis of an international agreement of the Russian Federation with a neighboring foreign state or group of neighboring foreign states, providing for a special favorable regime of external trade activities in relation to the external trade in goods and services conducted exclusively to meet local needs for goods and services produced within the relevant border territories and intended for consumption by individuals having a permanent residence on these territories and legal entities having their place of establishment on these territories. At the same time, this special favorable regime does not apply to other foreign states or groups of foreign states with which the Russian Federation has concluded international agreements providing for a regime no less favorable than the regime granted to any other foreign state.
