Auction winner — an auction participant who has offered the highest price for the right to conclude a contract1.

The auction winner is considered to be a participant in the procurement, whose application for participation in the procurement meets the requirements set out in the notice of the procurement and the procurement documentation (if procurement documentation is provided under this Federal Law), and who has submitted the lowest contract price or the smallest total amount of prices per unit of goods, works, or services as a result of the procedure for submitting proposals on the contract price or the sum of prices per unit of goods, works, or services (in the case provided for in paragraph 24 of article 22 of this Federal Law), or the highest payment amount to be made by the participant in the procurement upon conclusion of the contract, as provided for in point 9 of part 3 of article 49 of this Federal Law3.
The auction winner is the person who submitted the lowest amount4.
