Detachment Certificate
1. The detachable certificate is a document of strict accountability. The form of the detachable certificate, the procedure for its production, the number of detachable certificates, the form of the register for issuing detachable certificates, as well as requirements for the production of detachable certificates and their transfer by higher referendum commissions to lower referendum commissions are approved by the Central Election Commission of the Russian Federation no later than 55 days before the voting day. The detachable certificate must include spaces for entering the surname, name, and patronymic of the referendum participant, as well as the number of the referendum precinct where the referendum participant is included in the list of participants based on their place of residence. The chairpersons of the referendum commissions responsible for transferring, receiving, and storing detachable certificates are liable for their transfer and preservation.
