Public Expertise


Public expertise is based on the use of specialized knowledge and (or) experience of specialists involved by the subject of public oversight in conducting public expertise on public principles, analysis and evaluation of acts, draft acts, decisions, draft decisions, documents and other materials, actions (inaction) of state authorities, local self-government bodies, state and municipal organizations, other bodies and organizations performing certain public functions in accordance with federal laws, checking the compliance of such acts, draft acts, decisions, draft decisions, documents and other materials with legislation, as well as checking the observance of human rights and freedoms, citizens' rights and legitimate interests of public associations and other non-state non-profit organizations (ceased to be in force from 2017-12-29)1.
