Foreign Official Documents
Foreign official documents are documents prepared with the participation of officials of competent authorities of foreign states or issued by them, as well as documents certified by notaries on the territories of foreign states when performing notarial acts or by other persons authorized to perform notarial acts in accordance with the legislation of a foreign state. For the purposes of this Federal Law, foreign official documents prepared by officials of diplomatic missions or consular institutions of foreign states in the Russian Federation are understood as documents certifying the absence of circumstances preventing a citizen of the represented state from entering into marriage, as well as documents confirming (or denying) the existence of convictions and facts of being held accountable criminally or otherwise on the territory of the represented state1.
