National Welfare Fund
The National Welfare Fund is a portion of the federal budget that is subject to separate accounting and management in order to ensure co-financing of voluntary pension savings of citizens of the Russian Federation, state support for the formation of long-term savings, as well as ensuring balance (covering the deficit) of the federal budget and the budget of the Pension and Social Insurance Fund of the Russian Federation in terms of mandatory pension insurance1.
