Object of the production of chemical weapons
"Chemical weapons production facility":
a) means any equipment, as well as any building containing such equipment, which was intended, constructed or used at any time from 1 January 1946:
i) as part of the chemical production stage ("final technological stage"), on which material flows would contain during operation of the equipment:
1) any chemical included in List 1 of the Chemicals Appendix;
2) any other chemical that is not used in excess of 1 tonne per year within the territory of a State Party or anywhere else under the jurisdiction or control of a State Party for purposes not prohibited by this Convention, but which could be used for chemical weapons purposes;
or
ii) for the equipping of chemical weapons, including, among other things, the loading of chemicals listed in Schedule 1 into munitions, devices or storage containers; the loading of chemicals into containers that are part of binary munitions and assembled devices, or into chemical warheads that are part of unitary munitions and assembled devices, and the installation of containers and chemical warheads into the corresponding munitions and devices
