Aggression against the Russian Federation

2. For the purposes of this Federal Constitutional Law, in accordance with the generally recognized principles and norms of international law, aggression against the Russian Federation is deemed to be the use of armed force by a foreign state (group of states) against the sovereignty, political independence, and territorial integrity of the Russian Federation or in any other manner incompatible with the Charter of the United Nations.

In accordance with the generally recognized principles and norms of international law, acts of aggression against the Russian Federation are deemed to be, regardless of whether a foreign state (group of states) declares war on the Russian Federation:

1) the invasion or attack by armed forces of a foreign state (group of states) on the territory of the Russian Federation, any military occupation of the territory of the Russian Federation resulting from such an invasion or attack, or any annexation of the territory of the Russian Federation or part thereof using armed force;

2) bombardment of the territory of the Russian Federation by armed forces of a foreign state (group of states) or use of any weapon by a foreign state (group of states) against the Russian Federation;

3) blockading the ports or coasts of the Russian Federation by armed forces of a foreign state (group of states);

4) an attack by armed forces of a foreign state (group of states) on the Armed Forces of the Russian Federation or other military forces regardless of their location;

5) actions by a foreign state (group of states) allowing another state (group of states) to use its territory for committing an act of aggression against the Russian Federation;

6) sending by a foreign state (group of states) or on behalf of a foreign state (group of states) of armed bands, groups, irregular forces or mercenaries who commit acts of use of armed force against the Russian Federation equivalent to the acts of aggression specified in this paragraph.

Acts of aggression against the Russian Federation may also be considered other acts of use of armed force by a foreign state (group of states) against the sovereignty, political independence and territorial integrity of the Russian Federation or otherwise incompatible with the Charter of the United Nations, equivalent to the acts of aggression specified in this paragraph.
