Citizens-debtors - citizens who are recipients of old-age pensions, disability pensions, and (or) pensions in cases of loss of a breadwinner, and who do not have other sources of income or real estate (except for a single dwelling suitable for permanent residence), if the total amount of the old-age pension, disability pension, and (or) pension in cases of loss of a breadwinner received by the citizen-debtor is less than two times the minimum wage1.
